She's normally shy at heart, but circumstances have forced her not to show it. It's common in anime and manga to deemphasize or even completely omit features to better portray expressions. Sometimes I'll draw hands to look like mittens or leave out eyes or mouths to exaggerate a particular emotion. I've left out Tira's mouth and sketched in some blush marks to make her seem a little more embarrassed and shy.
